Well, the diff is well made, although too hard, I think remaking it would be a waste.
I'd rather see an easier diff made which is more simple, but that means more work.

let me give you my answer to your 2nd question about the use of scratch in BMS/IIDX first.
In IIDX, scratch notes are used for not only cymbal/crash, but also, for examples, voice sounds or even bass drums as well.

so i believe there is no problems to use scratch notes for many instrument through the chart.

From what i read, your first question was asking about playability and mapability. right??
I also believe those scratch notes are not so mean to hit for each level of players, and most of those notes follow quite hearable sounds.
One thing that could be a concern is scratch notes which follows snare drums at every 2nd and 4th beats.
that style is often seen in Insane BMS, and as far as i , there is no IIDX chart used that style.
As i said, however, those notes are not hard to play, so I'd say, scratch notes in this map is not a problem to cause DQ.
