In which forum should I ask for people to me for a collab? I'm asking so I don't break rules and because, I'm not 100% sure. I was thinking maybe off-topic, but like I said not 100% sure.

Do you mean avatar collab? Then anything like Art or Off-Topic works yeah 
If you meant beatmap collab, then Beatmap Projects would be the right place
