Recently I see that is the badge that most people have but why? And what is this? Hos the people get it?

Well it is basically what it says! osu! hosts annual World Cups for each game modes and if you contribute to it, you get one of those shiny badges!

There's quite a number of ways you can contribute to OWC, Map-pooling and Commentary seems to be the one I see the most.
