Problem details: I turned off the star fountain to attempt to stop the noise, and noticed that while it stopped the sound effect in-game, songs that play automatically on the home screen still create the "boom" sound effect and it's something I feel should be stopped by turning off star fountain.

The star fountain option only takes effect in Gameplay. Something you can do to remove star fountains entirely is both adding two blank 1px with the names "star.png" and "star2.png".

As for the sound, you can't remove it. But, this answer might bring you some hope about it.
