I mean you could define rare in two way
First way of rare is when everyone want to use it so the that name is rare when someone actually gets to use it
Or second way of rare is when no one has used it before making it one of a kind which is also rare

there can only be one of any name, so all names are equally rare. except for names that use characters that can no longer be added to names I guess.

I dont understand people's fascination with names that are short or easily thought of.

Neo@lex has @ in their name, which is no longer allowed in new names.
Arctos Sagittario exceeds the 15 character limit, no longer allowed either.
