Hey man, do you know the part when you play Multiplayer and when you start, you can see how will skip and who doesn't.

There's a skipped notification. How do you skin that? Is it skinnable? Will reedit once I screenshot it.

They are not different versions, just two locations offered for people that live in different regions in order to improve speeds.

To be completely honest I reckon it'd actually be better if the default skin is one of Cookiezi's with the orange lining on the sliders, since it's more of the most readable skins I've seen and it wouldn't be a bad thing for new players to start off with.

Needs a little update:
Ryuuta is replaced with Yuzu as of now. Additionally, Maria was introduced as the osu!mania mascot in 2016.
The template needs to be updated with the following:
[*]Current fruit catcher sprites for Catch the Beat (a.k.a. osu!catch) (fruit-catcher-idle, fruit-catcher-fail, and fruit-catcher-kiai)
[*]Combo bursts for Catch the Beat and osu!mania modes (comboburst-fruits and comboburst-mania (comboburst-fruits has Yuzu, and comboburst-mania has Maria))

Extract the elements within the ".zip" file you ed to a folder, and then move that to the "skins" folder

Open osu! and enjoy

The new mod icons (for mania) are:

"selection-mod-keycoop"

"selection-mod-keyX" (from 1 to 9)

and "selection-mod keycoop"

in of the icon's dimensions, they're the same as the other icons ^^

If you still need guidance, check some modern skins for reference.
