I personally still think it's unfair towards people who try to get in the team and mod hard while others can get in just like that. He's not even remotely good at modding..
The problem when talking about "modding hard" is that some people mod for the sake of it. It wouldn't surprise me if kd count was taken at face value, but I'm not privy to these things.
I see no problem with letting somebody in if they have the potential to be helpful, especially if they've already been helpful in some other form. If Loctav turns out to be adequate, then at least he'll be another pair of hands to take some of the workload. Furthermore, if he ends up managing a regular schedule, then he'd already be ahead of the game.
While I appreciate your sympathy towards hard workers, the only thing that rejectees need to do is keep improving themselves and be as philanthropic as they can. I'm assuming that Loctav got into the BAT because he demonstrated reliability. Even those without much experience (at least, in of kd count--not every modder makes many forum posts) may happen to know how to deal with problems and how to help people to improve. Not to mention, of the BAT are endowed with chanop and forum powers, so they would need to be responsible with those.
